Abstract: The paper sets out to explore the impact of structural adjustment programs (SAPs) on the environment. It uses three approaches to do this: the before-after approach; the with-without approach; the actual-versus-target approach; and the simulation approach. The findings of the study indicate that rural poverty has increased during the adjustment period suggesting that SAPs must have had a negative impact on the environment in sub-Saharan African countries.
