Capacity Building for Monitoring, Evaluation and Social Analysis in Natural Resources Management 

This is a collaborative venture of OSSREA/IDRC within the “People, Land and Water Program (PLaW) in Africa and the Middle East” project. 

Objectives

The overall objectives of the research project was to improve the quality of delivery of projects funded by the International Development Research Centre (IDRC), Canada, through its PLaW program by providing IDRC with advice and assistance in capacity-building in the social sciences and in gender analysis. The specific objectives are: 

  • To provide extensive comments, on the social science and gender aspects of project proposals submitted for funding through IDRC’s People Land and Water Program.  
  • To design and offer short courses for professionals working on IDRC-funded projects under the OSSREA research methodology training program.  
  • To monitor IDRC-funded projects and to provide onsite technical input.  
  • To provide technical assistance to projects funded by IDRC by making use of OSSREA’s network.  
  • To participate in in-depth evaluation of PLaW projects.

Outputs

  • Four training workshops conducted in social science research methodology:

(a)   September 2000 in Addis Ababa, Ethiopia, to 19 trainees from 12 countries;

(b)   April 2001 in Sana’a, Yemen, to 24 trainees;

(c)   December 2001 in Khartoum, Sudan, to 35 trainees;

(d)   February 2002 in Addis Ababa, Ethiopia, to 27 trainees.

  • Review of Proposals

OSSREA facilitated review of proposals submitted to IDRC for support from: Yemen (1), Egypt (1), Sudan (1), Kenya (4), Tanzania (2) and Uganda (3).  

  • Technical Support to IDRC-funded projects, which included

  1. a research team in Yemen engaged in a project coordinated by the Environmental Council of Yemen, titled “the Socio-Economic, Agricultural and Environmental Implication of Qat Production/Consumption in Yemen”;
  2. a research team coordinated by the Desert Development Center, the American University in Cairo (Egypt), and that engage in the implementation of a project titled “ Assessment of Water Resource Associations in Egypt”. ·      
  •  Identification of Experts

Based on requests from IDRC, OSSREA identified more than a dozen gender experts in the sub-region and submitted their CVs to the IDRC. Similarly, based on IDRC's request, social scientists in Kenya, Tanzania and Uganda, were identified. In addition, a register of social scientists in Eastern and Southern Africa, which is compiled by OSSREA, was submitted to IDRC.
