Ms. Matiza of IRED chaired the seminar on behalf of Dr E. S. Pangeti, Vice President of OSSREA who was unable to attend some early morning sessions, due to other urgent and pressing business. Dr. Pangeti, however, attended some presentations and made invaluable contributions during floor discussions. The morning session began with a few remarks from the substitute chair. A few adjustments concerning the order of paper presentations were made to the programme. The chair also announced that Dr. Mombeshora was unable to come to present his paper on agriculture as he was attending his father-in-laws funeral. Arrangements were to be made later to collect his paper for possible publication by OSSREA.
